Most Paypal users opened their account originally to use with online auction services. Paypal accounts can also be linked as a merchant account to a website owned by the account holder to receive payments.
Paypal does charge a fee for its services and the fee amount varies depending on how much money is received (fees are always paid out of received funds), what level Paypal account a user has and what method a payment was used.
Paypal also offers debit cards that are linked to your account that can be used wherever Mastercard is accepted, and unsecured credit cards. No gambling transactions can be made with a Paypal account.
